THE HON’BLE JUDGES OF THE MADRAS HIGH COURT
◊ The Hon’ble Mr. Justice Elipe Dharma Rao

Honourable Sri Justice Elipe Dharma Rao was born on 15th July 1951 in an agricultural family of Krapa village situated in Ainavalli Mandal, East Godavari District of Andhra Pradesh to his parents, late Sri E.Suranna and late Smt.E.Neelama. He obtained his Bachelor’s Degree in Arts in 1973 from S.K.B.R. College, Amalapuram. He did his Master’s Degree in Sociology in 1973-75 from Andhra University, Waltair. Thereafter, he took his Bachelor’s Degree in Law in 1978 from the same University. He enrolled himself as an Advocate on 2.11.1978 at the A.P. State Bar Council, Hyderabad and joined the Chambers of Mr.M.R.K. Choudhary and continued for about 4 years. Thereafter, in 1982 he was selected as a Trainee under the Scheme of Administration of Justice, sponsored by the Social Welfare Department, Government of Andhra Pradesh and joined the office of Advocate General. In 1983, he was appointed as the Assistant Government Pleader and associated with four Advocates General upto 1989 viz. Sri K.Subrahmanya Reddy, sri E.Manohar, Sri V.Venataramaiah and Sri R.Venugopal Reddy. In 1990 he was appointed as the Government Pleader and dealt with the subjects of Irrigation, Housing and Municipal Administration for a period of one year. Besides that, he was also the Standing Counsel for Andhra University from 1989 to 1993 and Standing Counsel for the Food Corporation of India and also the Panel Advocate for the United India Insurance Company Limited and the New India Assurance Company Limited. He was also the Standing Counsel for the Municipal Corporation of Hyderabad, during the period from 1992 to 1995. Once again, in 1995, he was appointed as the Government Pleader and dealt with the subjects of Home and Cinematography, Legislative Affairs, Prohibition and Excise, Animal Husbandry, Fisheries, General Administration, Municipal Administration and Urban Development. He has written three articles and they were published in reputed Journals, titled as (a) Claims of Scheduled Castes and Scheduled Tribes to Posts and Services; (b) Scheduled castes and Scheduled Tribes admission into Educational Institutions (AIR 1991 Journal Section 185); and (c) Prohibition of discrimination on the ground of sex. In recognition of his hard work, sincerity and taking into account his rich and vast experience as an Advocate and Government Pleader, he was appointed as Additional Judge of Andhra Pradesh, High Court on 17.5.1999 and as Judge of the High Court of Andhra Pradesh w.e.f 20.4.2000 and subsequently transferred as the Judge of the Madras High Court w.e.f. 6.1.2006 F.N. |

He practiced in all branches of law and specialized in the field of Customs, Central Excise and Sales Tax. Before elevation as a Judge of the Chartered High Court of Madras, Justice R.Sudhakar was also the Standing Counsel for (i) Dr.MGR Medical University, (ii) Pondicherry University; (iii) Madras University and (iv) M/s.Apollo Hospital-Group and Multi National Companies. He was specialized in the fields of Civil, Service, Labour and Arbitration. He had also been handling Criminal, Company, Arbitration, Rent and Matrimonial matters. Hon’ble Thiru Justice S. Nagamuthru, was born on 31.05.1955 at Madigai Village in Thanjavur Taluk. He studied at Government Secondary School at Vandaiyar Iruppu and completed PUC at Poondi College and was later graduated from Raja Sarfoji Government College at Tanjore and secured First Class and thereafter obtained Law Degree in the year 1980 from Madras Law College. He enrolled as an Advocate on 07.01.1981. He started practice in Thanjavur District Court as Junior to Mr. N. Karuppasamy, a leading Criminal Lawyer and was also attached to the office of the Senior Counsel Thiru. Viswanathan, Pattukottai, a leading Criminal Lawyer. After independent practice Your Lordship got trained by the well known Thiru. G.M. Virudhachalam Reddiar of Thiruchirappali Bar. From 1990 he started practice in Madras High Court. After commencement of Madurai Bench of Madras High Court at Madurai in the year 2004, he shifted practice permanently to Madurai Bench and conducted several sensational cases at Madurai Bench and conducted numerous cases. He has written several articles on important topics which have been published in Law Journals. He was also a Legal Adviser to Indian Medical Association. He was elevated as Additional Judge of Madras High Court on 22.03.2007. |

Hon'ble Mr. Justice S. Palanivelu, was born on 11.05.1955. He did his schooling in Sankarankovil and graduated from St. John’s College, Tirunelveli. He completed his Law Degree at Madurai Law College and Master of Law from Annamalai University. He enrolled as an Advocate in June 1981. He joined as junior under Mr. Peppin Fernando in Tirunelveli and later under Mr. Sankaranaraya Pillai in Sankarankovil. He started independent practice on civil side in Sankarankovil. He was directly recruited as Sub-Judge on 15.02.1989. After eight years as Sub-Judge, he was promoted as District Judge in the year 1997 and served in several districts. He was a Presiding Officer, Labour Court, Coimbatore between 1997 and 1998, Additional District Judge & Principal District Judge in Ramanathapuram between 1998 and 2001, Principal District Judge at Villupuram from 2001-2003 and at Salem from 2003-2004. He was posted as Registrar (Administration) in Madurai Bench of the Madras High Court at the inception and worked as such during 2004-2005. Subsequently, he was posted as Principal District Judge, Madurai for eight months in 2005. He was Registrar General, High Court, Madras, from 08.12.2005 and in the month March 2007, he was elevated to the Bench of Madras High Court as a Judge. |

Hon'ble Thiru. Justice K.K. Sasidharan, was born on 28.10.1957. He studied in the Dr. Ambedkar Govt. Law College, Pondicherry and took B.L. Degree from the Madras University in 1983. He Enrolled as an Advocate before the Bar Council of Tamil Nadu in November 1983. He Joined the Office of Sri. M.P.Govindan Nambiar, Senior Advocate, Tellicherry and Practiced in Civil, Criminal and Labour Branch in the District and Sessions Court, Tellicherry and Sub-Court cum Sub-Divisional Judicial Magistrate Court at Mahe from December 1983 onwards. He functioned as Asst. Public Prosecutor cum Asst. Govt. Pleader in the Sub-Court cum Sub-Divisional Magistrate Court at Mahe for 6 years. He was appearing in the High Court of Madras from 1992 onwards. From 1994 he practiced exclusively in the High Court of Madras. He joined the office of Thiru T.Murugesan, Senior Advocate and Senior Govt. Pleader cum Public Prosecutor for the Govt. of Pondicherry at High Court, Madras in 1996 and was representing the Union Territory of Pondicherry and conducted the Govt. Litigation before the High Court of Madras and various tribunals. He was appointed as the Addl. Govt. Pleader cum Addl. Public Prosecutor for the Govt. of Pondicherry at High Court, Madras and functioned as Law officer for the Govt. of Pondicherry until, he was elevated as a Judge of the High Court of Madras. |

Bachelor and Masters in Law (Crime and Torts). He enrolled as an advocate on 07.01.1981. He has practiced in City Civil Court, Court of Small Causes,
and High Court of Madras, and also at Company Law Board, New Delhi. He was junior to Late Thiru. B. Lakshminarayana Reddy, Chennai. He was directly recruited as Sub-Judge on 15.02.1989. He has seved as Sub-Judge, Ariyalur from 1989 to 1992,
Sub-Judge, Tirupattur, North Arcot District from 1992 to 1995, Sub-Judge, Kumbakonam from 1995 to 1997. He entered the cadre of District Judge on 05.06.1997. He was the Presiding Officer, Labour Court, Madurai from 1997 to 1998, Addl. District Judge-cum-Chief Judicial Magistrate, Sivagangai, from 1998 to 2000,
Principal District Judge, Srivilliputtur, Virudhunagar District from 2000 to 2003.

Hon’ble Thiru Justice V. Periya Karuppiah, was born on 5.10.1950 at Theni District. He completed schooling in Kamatchipuram, Theni District and studied B.Sc., (Zoology) at V.H.N.S.N. College, Virudhunagar and B.L. at Madras Law College, Chennai. He enrolled as an Advocate on 28.8.1974 and joined the Office of Shri (Late) Sri K. Gopalakrishnan, Advocate, Madurai. He was appointed as Sub-Judge at Villupuram on 15.2.1989. He was later promoted as a District Judge on 2.6.1997 and worked in Cuddalore, Chennai and Chingleput and as 1st Registrar (Judicial), in the Madurai Bench of Madras High Court from March, 2004 to June, 2004 and again from 20.7.2004 to 2.5.2005, He was the Director, Tamil Nadu State Judicial Academy from 3.5.2005 to 28.12.2005, and then as Principal Judge, City Civil Court Chennai. Hon’ble Thiru Justice R. Subbiah was born on 21.06.1959. His father, the Hon’ble Mr. Justice S. Rathnavel Pandian is a very famous and popular Judge both in this High Court and Supreme Court. After completing P.U.C. from Vaishnava College, and B.Sc. Degree in New College, he did the Law Degree at Madras Law College. He enrolled as an Advocate on 14.12.1983 in the Tamil Nadu Bar Council. He started his profession with M/s. King & Partridge, now a Century old reputed Legal Firm, with highly respected Senior Partner Late Mr. Dulip Singh, in the year 1984 and continued there for a decade till 1994. Thereafter, he started practicing independently in the High Court of Madras on Original, Appellate and Writ Jurisdiction besides various Tribunals, like Administrative Tribunal, Debts Recovery Tribunal and Arbitral Tribunal, etc. He has held the positions of Additional Central Government Standing Counsel in 1999, Special Government Pleader, High Court of Madras during the years 2006 to 2008, Senior Panel Counsel to the Ministry of Law and Justice, during the years 2006 to 2008, Standing Counsel for Tamil Nadu Electricity Board, during the years 2006 to 2008. Hon’ble Thiru Justice M. Sathyanaranan was born on 16.11.1959 at Dindigul. His father Mr. N. Meenakshisundaram, was a District & Sessions Judge, who retired as Additional Registrar, High Court, Madras during April, 1983. After completing his schooling at Dindigul and Vellore, he completed P.U.C. & B. Com. at D.G. Vaishnava College, Chennai. He did the Law Degree at Madras Law College during the year 1980 to 1983 and enrolled as an Advocate on 06.04.1983. He started his profession by joining the Office of Thiru M.N. Padmanabhan, Senior Advocate and practiced at Small Causes Court, City Civil Court and Metropolitan Magistrate Courts apart from conducting cases before the Special Commissioner, Land and Revenue Administration, for 3 years. Subsequently, he joined the services of the Tamil Nadu Industrial Investment Corporation (TIIC) during 1986 as a Law Officer and continued in that capacity till April, 1990. He resigned the job and re-joined the Bar in the month of April, 1990 and started practicing in the High Court, Madras, other Subordinate Courts and Tribunals. He came to be associated with Thiru K.S. Dinakaran, one of the well known Criminal trial lawyers and had assisted him in a number of Criminal cases. He has conducted innumerable number of Civil, Criminal and Service cases. Hon'ble Thiru Justice R.S. Ramanathan, was born on 16th June 1953. He completed graduation in B.Sc. Chemistry, in 1st Class from St. John's College, Tirunelveli and B.L. from the Madras; Law College. He enrolled at the Bar on 25th August 1976. He started practice in the chamber of the doyen of the Tirunelveli Bar Sri. K. Venkatasubramanian. He shifted his practice to High Court, Madras in the year 1989. He joined the chamber of Sri. K. Ramamurthy, who became the Judge of this Hon'ble Court. Since the formation of the Madurai Bench of Madras High Court, he has been practicing both in the Principal Seat and Madurai Bench. He has been practicing in Civil, Criminal and Labour Courts and has wide experience in trial and appellate sides and in Writs Jurisdiction. He was in the Panel of Advocates for State Bank of Travancore, (in DRT & Courts at Chennai), United India Insurance Company Ltd, and National Insurance Company Ltd. He is a second generation Lawyer and his father R.V. Sankaranarayanan had been practicing till his 84th year in the Courts in Tirunelveli. Hon'ble Thiru Justice B. Rajendran, was born on 1st April 1955. He is a B.Com., B.L. Graduate, from University of Madras and possesses a Diploma in Criminology & Forensic Science (D.C.F.Sc). He was called to the bar on 1.11.1978. He started practice at Trichy District Court both in Civil and Criminal Sides. He shifted practice to Madras High Court in the year 2004. He was also frequently appearing before the Hon'ble Supreme Court of India. He practiced in Civil, Criminal, Constitutional, Taxation, Labour, Company & Service laws. Hon'ble Thiru Justice C.T. Selvam was born on 9th February 1957. he is the grand son of late Rao Bahadur Sir. A.T. Panneerselvam, Barrister at Law, who was a leading Advocate of Thanjavur and a member of Madras Bar- Association. He has completed P.U.C & B.Com., at Loyola College and B.L., at Madras College. He enrolled as a Lawyer on 1st September 1982. He started practice under Mr. S. Chellaswamy, Barrister at Law. He later assisted his father Mr. A.A. Selvam who was a former Assistant Public Prosecutor, High Court, Madras (1966-1969) and a leading Practitioner in Criminal Side, at High Court, Madras. He worked as the Legal Officer for Karnataka Bank Ltd, from 15.4.1987 to 22.01.1990 and as Deputy Chief Officer (Law), Central Bank of India from 24.01.1990 to 18.8.1992. Degree at Loyola College, Chennai and B.L. Degree at Madras Law College. He was enrolled on 10.09.1986. After enrolment he joined the Chamber of Shri. R. Gandhi, Senior Advocate, a well known leader of the bar. He practiced in the High Court of Madras at Chennai and Madurai in Constitutional, Service, Civil, Tax, Customs and Central Excise, Education and several other branches of law. He was appointed on 11.9.2000 as Additional Central Government Standing Counsel, in Madras High Court and subsequently as Senior Counsel for Central Government with effect from 09.07.2004. He had early Education till VIII standard in a Panchayat Union School in Thenur Village, from IX to XI Std, Pasumalai High School, Madurai, P.U.C. at Wakf Board College at Madurai, B.A. Degree at Madurai College, M.A. in Social Work at Madurai, and studied Law at Madurai Law college. After enrolment on 22.6.1988, he started law practice in the Madras High Court from June 1988 and was associated with Thiru. C. Selvaraj, Senior Advocate. After two and half years of practice, Your Lordship shifted the practice to the Hon'ble Supreme Court at New Delhi. In New Delhi, he practiced in Civil, Criminal, Constitutional and Service laws before the High Court, Delhi, Central Administrative Tribunal and Supreme Court. He served as Standing Counsel for Dr. M.G.R. Medical University for about 10 years in the Hon'ble Supreme Court. He also served as Standing Counsel for E.S.I, before the Principal Bench, Central Administrative Tribunal, New Delhi as well as in Delhi High Court and in Supreme Court. Hon'ble Selvi Justice Mala, was born on 15th March 1955 at Cuddalore. She had her school education at St. Anne's Girls High School, Cuddalore, Graduation at C. Kandasamy Naidu College for Women, Cuddalore. After obtaining law degree she enrolled on 24.03.1982. She hails from an Agricultural family. She is the first Law Graduate and First Judicial Officer in her family. After enrolment, she joined as a Junior in the office of Thiru. A. Vaidyanathan, Fourth Generation Advocate, Cuddalore and practiced in various courts at Cuddalore. She was selected in the year 1989 as Sub Judge and commenced her innings as a Judge as the XVI Assistant City Civil Judge, Chennai. Later she served as Additional Sub-Judge, Madurai and Principal Sub Judge, Nagapattinam. She was promoted as District Judge in the year 1997 and served as presiding Officer, Labour Court, Trichy, II Additional District Judge, Trichy and Additional District Principal Judge cum Chief Judicial Magistrate, Tiruvannamalai, Pricipal District Judge, Nagapattinam, Principal Judge, Family Court, Chennai and Vellore, Presiding Officer, Industrial Tribunal, Chennai. She was appointed as first Woman Registrar (Vigilance), High Court, Madras on 31.7.2006. She was appointed as First woman Registrar General in the Chartered High Court of Madras on 22.3.2007. Her rich experience in the Trial Courts and tribunal will help the high Court in a great measure for the rendition of justice in a large number of cases. Hon'ble Mrs. Justice Aruna Jagadeesan, was born on 26th March 1953 at Madurai. She did her schooling at St. Antonys Girls High School, Mandaveli, Chennai, PUC in Stella Mary's College, Graduation from Queen Mary's College, Chennai. She completed B.L. Degree from Madras University in the year 1978. She was enrolled on 23.8.1978. She joined the Chamber of the then popular Thiru. S. Pichai, who was a Junior of Thiru. V.L. Ethiraj, the famous Criminal Lawyer and the founder of Ethiraj College Trust. From there she started independent practice along with her husband Thiru. M. Jagadeesan, Advocate, a friend of all. She had extensive practice in Constitutional, Civil and Criminal jurisdiction in the High Court of Madras and Subordinate Courts. She joined the Judicial Service on 9th February 1989 as a Sub Judge. She served as Sub Judge at Chengalpattu, Madras, Trichy and Salem Districts. She was promoted as District Judge on 02.06.1997 and served as Chief Judicial Magistrate cum Additional District Judge in Villupuram and Kumbakonam. she served as Principal Judge, Family Court at Madras, Mahila Court at Madurai and Chennai, served as Secretary, High Court Legal Services Committee, as Principal District Judge at Villupuram, Erode and Chengalpattu. She also served as Chief Judge of Small Causes Court and was instrumental in conducting continuous Lok-Adalat and had disposed of more than 3000 cases in a short tenure. She was posted as Principal Judge, City Civil Court at Chennai and constituted continuous Lok-Adalat exclusively for disposal of cases under Sec.138 of Negotiable Instruments Act. She has also served as Registrar, Vigilance, High Court, Chennai. She is the first woman President of the Tamil Nadu Judicial Officer's Association. Hon'ble Thiru Justice G.M. Akbar Ali, was born on 23rd November 1952 at Vallam, Thanjavur District. He underwent Elementary Education at St. Moses Elementary School at Thiruvarur and High School Education at St. Antony's High School, Thanjavur. He completed B.Sc. Degree at Jamal Mohamed College at Thiruchirappalli in the year 1973. After a brief visit to Singapore to look after the business of his father, he came to Madras and completed Law Course and obtained B.L. 'Degree during 1977. He joined the office of Mr. Habibullah Basha, Senior Advocate former Advocate General, Public Prosecutor. He practiced in City Civil Court, Metropolitan Magistrate Courts, Small Causes Courts and in the High Court, Madras till 1982. He later shifted practice to Thanjavur in 1982 and practiced under Thiru. R. Jayaraman, Advocate, Thanjavur for a brief period and established independent practice. He was selected as a Sub and posted as Assistant Judge, City Civil Court, Madras. He served as Sub Judge at Chengalpattu, Thirupathur, and Vellore Districts. Your Lordship was promoted as District Judge in the year 1997 and posted as Additional District Judge at Salem. He worked as Chief Judicial Magistrate at Krishnagiri and then as Principal District Judge till he was transferred to Puducherry and posted as Chief Judge, Puducherry. He rendered remarkable service as Member Secretary, Tamil Nadu State Legal Services Authority during 2003-2005 and during 2006-2008 for two terms. He was also the Director of the Tamil Nadu State Judicial Academy. During your his as the Member Secretary, State Legal Services Authority during 2003-05 and during 2006-08, the legal aid moment got a quantum leap in Tamil Nadu. He implemented "Micro Legal Literacy Scheme" which is now being implemented throughout the nation by NALSA. He was appointed as Member Secretary, NALSA, and the first South Indian Judicial Officer to be appointed and continued to hold this post till his elevation as Additional Judge of Madras High Court on 31.03.2009. |
